        they're also in the pockets of agencies too, what with their affiliations with the PGC and ATSCO, which doesn't bode well for impartiality in the event of candidate payment
        You really ought to get out more, Denny. If you think PCG are part of the agency game, you've been reading the wrong comics.

        Anyway, I foresee the market polarising over the next few years into people who run businesses and are largely IR35 exempt, and temps who just don't want to work for any one company and are largely IR35 caught and can't see the need to run their own company - the former with their own companies and the latter through brollies as proper agency temps. The trick is to decide where you want to be and get sorted before Hector's big hammer turns up.

          I think it's much simpler than that Malvolio.

          I think that most businesses will insist on using recruiters, as they do now, and I think that anyone who is sourced through them will be automatically considered inside IR35 unless proved otherwise. I also think Hector will put a complete stop to dividend payments as being a legitimate way to pay ourselves if we run our own companies or else we will have to go through a Revenue approved brolly or be paid PAYE directly from the agency.

              As I said in a previous thread, most of these brollies, even the so called upfront bona fide ones are being scrutinised by Gordo. There's no way you could claim £45 per night for bb costs unless you'd actually incurred those expenses during the course of your contract strictly for business purposes and with supporting receipts
              When I joined Parasol I was just going to put down £15 per day substinence, but I asked and they said that even though they don't require receipts, the IR are checking up quite often on expenses and I'd need to be able to provide receipts for everything I claimed for. Getting receipts for a sandwich is a pain, so I never bothered claiming for substinence although it's a little bit of extra income I could have had. So I don't think you can say Parasol are irresponsible in that regard.
              Will work inside IR35. Or for food.

                Far from it, they are being highly responsible. Some of the less reputable brollies are using unreceipted subsistence payments as a way of boosting income. They get regularly named and shamed on here for the benefit of the unwary.
                His heart is in the right place - shame we can't say the same about his brain...

                  Parasol also use unreceipted expenses to boost income - its your choice whether you want to claim for things you shouldn't.

                    I was surveying umbrella web sites very recently and I think it was Parasol who said that they will conduct audits of randomly selected contractors to see if they do actually have receipts for expenses they have claimed, that HMRC require them to do this in return for having a dispensation, and that if you cannot produce receipts they have to report you.

                      I used Parasol and was subject to a spot check on subsistence receipts. Didn't like it at the time but understand why and feel it is justified.
