....No change to current expense rules, though the HMRC will supposedly be cracking down on poor compliance....

Tax relief for travel expenses 5.104 Following the consultation Tax relief for travel expenses: temporary workers and overarching employment contracts, the Government has decided to leave the current rules unchanged. However, in the light of evidence from the consultation confirming poor levels of compliance in this area HMRC will refocus its efforts to ensure that the current regime is
properly applied. If compliance does not improve, the Government may return to this at a later date.

          Here's the PCG view:

In July, HMRC and the Treasury issued a joint consultation on the
allowability of expenses paid to workers by agencies and umbrella
companies. This addressed a problem that PCG members had long expressed
concern about: the aggressive marketing of certain umbrella schemes that
apparently utilised dispensations from HMRC to save significant amounts
of tax, in a way clearly not intended under the rules around expenses.

The consultation considered either introducing specific legislation to
tackle "non-compliance" in this area, or removing the entitlement to
expenses for umbrella and agency workers. As neither solution addressed
the key problem - the abuse of dispensations by some, but not all,
players in the marketplace - PCG recommended against both options and
instead urged HMRC to apply its rules on dispensations properly.

This is exactly the course the Government has announced it will take.
