Yes, well I am out of the UK tax net presently. When I filled out the SA109 along with my 16/17 tax self assessment return, I ticked the box for personal allowance to apply. The basis for me is "is a UK citizen", so I qualified, but there are other qualifiers too for if you are not a UK citizen that may still entitle you to claim a UK personal allowance.
