Is it possible to set up a UK Ltd company without a UK address?
I have always contracted in the UK via an umbrella company but due to the new expense regulations ,I most likely can no longer claim expenses via a brolley.I could still accept contracts under 3 months and fore go the expenses. Can I use a virtual address to set up a company?

Yes. One option provided the accountants will agree and not fleece you for using their office address.
