    Welcome to CUK Deccca!

You have posted in the right forum, but as this is a specific question regarding public sector IR35, I'm going to move you to a forum where you'll get more views and therefore more help.

Have a read of the PS FAQs

IR35 is decided on a contract by contract basis - so each of your three clients will need to make a determination. If the decision is "inside" you can ask them the reasons for that determination, and they must respond within 31 days. There is nothing in the new IR35 rules that say you must work via an umbrella, but if caught by IR35 any payments must be made net of tax - so an umbrella is often the easiest solution for both contractor and client or agent, and some are insisting on it.

      Good luck!
