    It looks very similar to the advice we've been giving you, i.e. if a consultancy is supplying people to an FOI agency, rather than a discrete function, it's likely to be within scope, but you'll have to ask the client to be "sure".

      Does it also mean that any Directors of those 'consultancies' should be deemed to require the need to have a certain percentage of EACH invoice allocated to them personally?

      Since they're no different to us really, salary/bonus plus a dividend

        I am really confused as I read in a number of places including IPSE that it only applies to personal service companies? So you are saying the likes of the Big 4 consultanices who bill out for their teams on a hourly/daily basis per person is subject to this? I dont see how that would work at all.

          Permanent staff at consultancies are already paid via PAYE.

          As for contractors supplied by a consultancy, if the consultancy is managing the project chances are they will be outside, I'd the project is being managed by the public sector department chances are they will be inside
          merely at clientco for the entertainment
