    New ISA Rules in 2015 budget

    I know this is very fresh, but one of the announcements made is that you can now move your ISA money freely and not lose the tax free allowance.
    Can anyone already say, whether I can max out my tax free allowance for 2014/15, withdraw after 6th of April and then refill 2014/15 + whatever I can save for 2015/16 (hopefully max again)?

    If so that would be splendid. I don't see any downsides, other than the fact that cash ISAs normally pay less than inflation, which brings me to the next question:
    what is the ISA with the lowest fees, so I can withdraw freely, as discussed above?

    All we know at present is:

    2.11. Individual Savings Accounts (ISAs) – Making ISAs more flexible. As announced at Budget 2015, regulations will be introduced in Autumn 2015, following consultation on technical detail, to enable ISA savers to withdraw and replace money from their cash ISA without it counting towards their annual ISA subscription limit for that year.

    It looks like you can only re-cycle in year, so what you want to do wouldn't work.
