If you have to declare outstanding loan amounts on your 2018-2019 tax return will the deadline to pay be 31 January 2020?

So how exactly is that going to work for those that have long left the country permanently, often many many years ago???

I have no intention to file any future returns & haven't done so for 8 years now (& counting). More questions than answers (again).
