Charlie Clark is saying it's over reported because casualties are being evacuated from stations either side of the explosion. For example, he says there was one explosion in the tunnel between Liverpool St and Aldgate, but it was reported as two because the injured came out of both. Same for Kings Cross and Russell Square, that was one in the tunnel between the two, not two separate ones.
Of course, he might be talking bollox. It has been known after all!
