They need to know if the terrorist was brown or not before they claim it.

Surely, to avoid the scourge of the chugger, this is standard practice?

            You are OK.

Polish and other Eastern European builders openly display their buckets and other equipment. Though they do like shopping at Lidl and Aldi....

They've messed up there - the population is already primed to avoid this new menace

                Explosion On The London Underground

The greatest insult to chuggers is to call them a chugger to their face.

"I'm licensed!!" They will indignantly reply.

                "That isn't isn't relevant- you're still a chugged" I happily reply. [emoji3]

I always carry one of these templates around in my back pocket and invite the chugger to sign up before I can engage with their charitable activities. Amazing how many do.

No, it won't stop it. You are quite correct. Being prepared/vigilient/on your guard is about being aware of your surroundings and, instead of watching porn on your mobile phone, you're more likely spot danger and get yourself (and other people if you're feeling charitable) out of harm's way.

It might have worked for the IRA who never went down the suicide bomber route and actually left devices but not with islamic terror.
You personally can't, unless you have some mad skillz you're currently not displaying. This is the job of the security services to try and identify perps before they do something. However, they won't get all of the bad people all of the time, hence why you being prepared is important.

It's not a failing that every terrorist cannot be stopped, it's not a lack of funding, it's not a lack of political will. It's called life. Life is messy and far from perfect. It will never be perfect because people, billions of them all thinking their own thoughts, interpret perfect in their own individual way. Life means compromise and doing the best you can with what you've got.

EDIT: damn, what a waste of time; they got banned
