I certainly hope you're right on that, but isn't there at least a possibility they could choose an easy target rather take than a high risk of being caught? It might actually be more effective for the terrorists propaganda-wise.
Most people don't go to major national events or tourist spots all that often and, as they are mostly well protected, they think the chance of them being affected is very low. On the other hand, if people were killed at a local event, and it is impossible to protect them all, then nobody would feel safe. I think the terrorists would rather like that. There could also be a rise in local tensions, that would be a plus for them too.
The risk is always there, regardless of the time or place, but I will still maintain that large events are perceived by terrorists as more attractive. I think that the Manchester event was not chosen accidentally, it was a concert attended by teens, mostly female. Whoever decided to detonate an explosive there likely hated girls and young women who are not afraid to have fun, dress as they please, and not bow down to sad men in dresses who hate half of the world's population.

I don't think any one is "hand wringing" and only some are blaming brexit, but they blame brexit for the sun coming up in the morning and stealing the British night.

ISIS seem to be carrying AK47's in most pictures, if we were selling them SA80's or even L115A3's I think we can blame the tories but also be a little bit proud they are still doing something for the economy
