Indeed, you maybe providing IT Consultancy services for a uk based agency, but you are supplying them to the end client in Germany. The point of supply is Germany.

Check the VAT in Germany. The German authorities are very thorough at cross checking, and if necessary they'll chase you in the UK.

I'm in exactly same boat here and don't charge the UK agent VAT.
As for what the HMRC seem to suggest is a possibility confuses me. They indicate VAT may be chargeable in Germany but by who???? I don't have a contract with the end client and I don't bill them!

Sounds like a blanket covering ass statement that isn't relevant.

Well they only speak German and are based here in Darmstadt which might be a little bit out of your way, but here is a list of Steuerberaters who deal mainly with the IT branch and are recommended by IT people here in Germany and you might find one in your area:
